What can be done to prevent this type of dishonest (and that's being polite) conduct? Who funds these push polls?

I believe this project would fall under Operation Disinformation.

What can be done? Well, if possible you can go to the office and do phone surveys for the initiative. The phone surveys CRCM does are by persons (not machines).

I think this is a very lazy move on their (whoever is running this phone-survey) part. Most people don't even give these automated programs the time of day. Once they notice it's a machine, click.

Once we find out who it is, it might be a little easier. Where are the calls calling to? Las Vegas area? Has anyone tried *69?

The incoming phone calls are from a blocked, out-of-state phone number, so there is no easy way to trace where the calls are coming from. Whoever is making the calls doesn't want to be identified.
